Federal law still splits one plant into contradictory lanes. That fragmentation blocks full medical access, ordinary commerce, banking and payment rails, coherent hemp policy, and durable international credibility. WRCL exists to replace patchwork with one whole-plant implementation framework.
Responsible legalization is not slower legalization. It is legalization serious enough to finish the job. It means building a framework that is coherent across state, federal, and international realities; accountable to patients, consumers, businesses, and communities; and aligned with the legal architecture that governs real-world commerce, public trust, and international durability.

WRCL is an independent volunteer coalition in active formation. We welcome aligned expertise and structured collaboration, but no outside organization controls WRCL’s direction, priorities, or public positions.
Remove Cannabis and naturally occurring cannabinoids from federal criminal scheduling so the same plant is no longer split across contradictory legal systems.
Build one coherent federal framework organized by intended use and product risk: adult-use and intoxicating products, medical and therapeutic products, and industrial hemp and non-intoxicating applications.
Advance a treaty-alignment path strong enough to resolve international contradiction and make U.S. legalization durable.
Half measures do not deliver a fully legal economy. Legalization is only complete when domestic law, federal framework, and international alignment work together.
