Transparency and Independence

WRCL is an independent volunteer project in active formation.

At this stage, WRCL is:

  • not incorporated or registered 
  • not sponsored or funded 
  • not controlled by donors, domestic special interests, or international special interests 
  • not operating through formal external partnerships at this stage 
  • not charging membership fees or pay-to-play access fees 


WRCL welcomes expertise from many sectors, including public health, patient advocacy, medicine, law, research, agriculture, finance, industry, and international policy. But no outside organization, donor, or industry bloc controls WRCL’s positions.


We are building this coalition with clear guardrails:

  • public health matters 
  • repair and social equity matter 
  • human rights matter 
  • public listing is opt-in only 
  • quiet contributors are welcome 
  • the mission comes before ownership, branding, or outside influence 


WRCL’s goal is not symbolic affiliation. It is serious implementation.


Industry participation may inform the work. It does not control the work.

Remove Cannabis and naturally occurring cannabinoids from federal criminal scheduling and eliminate plant-level contradictions.


Regulate

Build a whole-plant federal framework with distinct downstream lanes for adult-use, medical, and hemp uses.


Align

Develop an inter se treaty pathway for non-medical cannabis and explain how industrial hemp fits differently under treaty law.

What we ask

WRCL is a volunteer coalition for builders. We ask participants to contribute professionally, stay fact-based, respect confidentiality settings, help build usable materials, and follow through on the lane they choose.

Women for Responsible Cannabis Legalization (WRCL) is a women-led, ally-welcoming coalition building a fully legal, whole-plant Cannabis economy in the United States. We work to deschedule Cannabis, establish a complete federal framework across adult-use, medical, and hemp markets, and advance a treaty-alignment path that resolves domestic and international legal contradictions.


WRCL is nonpartisan, practical, and focused on implementation. WRCL provides educational information and policy analysis and does not offer legal advice.
