Angela Cvengros is the founder and coalition architect of Women for Responsible Cannabis Legalization (WRCL), as well as the founder of Kind Ledger LLC and Women in Cannabis Academy. Her work sits at the intersection of enterprise architecture, finance, compliance, education, patient advocacy, and coalition-building.
WRCL exists because Cannabis policy still fails in the places that matter most: federal legality, ordinary commerce, patient access, public-health-ready standards, repair, and international durability. WRCL is building a room where serious people can help finish the work through to the end.
Founding leads, advisors/validators, and partner organizations are now being confirmed. Public listing is opt-in. Additional bios will be added as founding leads and advisors confirm public participation.
WRCL is being built by a growing group of volunteers across policy, law, medicine, public health, research, hemp, finance, communications, operations, and international strategy.
Additional participants may be contributing privately. Only people who have affirmatively opted in will be listed publicly.
This public roster includes only participants who have explicitly chosen to be listed. Roles reflect current fit, contribution, and area of work and may continue to evolve as WRCL installs formal lane and workstream leadership.
Public listing is always opt-in. Quiet contributors are welcome.
WRCL is not being built by spectators. It is being built by people willing to bring expertise, judgment, introductions, review, structure, and follow-through. This section recognizes the participants who have chosen to be listed publicly.

Women for Responsible Cannabis Legalization (WRCL) is a women-led, ally-welcoming coalition building a fully legal, whole-plant Cannabis economy in the United States. We work to deschedule Cannabis, establish a complete federal framework across adult-use, medical, and hemp markets, and advance a treaty-alignment path that resolves domestic and international legal contradictions.
WRCL is nonpartisan, practical, and focused on implementation. WRCL provides educational information and policy analysis and does not offer legal advice.
